Pricing Congestible Network Resources

چکیده
We describe the basic economic theory of pricing a congestible resource such as an ftp server, a router, a Web site, etc. In particular, we examine the implications of “congestion pricing” as a way to encourage efficient use of network resources. We explore the implications of flat pricing and congestion pricing for capacity expansion in centrally planned, competitive, and monopolistic environments.

Nonlinear Pricing with Network Externalities and Countervailing Incentives
This paper considers the screening problem faced by a monopolist of a network good in a general setting. We demonstrate that the joint presence of asymmetric information and network externalities revise the “no distortion on the top” and “one-way distortion” principle. The pattern of consumption distortions crucially depends on the congestion of the network. It exhibits one-way distortion in un...

It is well-known that efficient use of congestible resources can be achieved via marginal pricing; however, payments collected from the agents generate a budget surplus, which reduces social welfare. We show that an asymptotically first-best solution in the number of agents can be achieved by the appropriate redistribution of the budget surplus back to the agents.
متن کاملDoes responsive pricing smooth demand shocks ?
Using data from a unique pricing experiment, we test Vickrey’s conjecture that responsive pricing can be used to smooth demand shocks. Our evidence shows that increasing the responsiveness of price to demand conditions reduces the magnitude of deviations in capacity utilization rates from a pre-determined target level. We discuss implications for the use of demand-side incentives to deal with c...
متن کاملOptimal Electricity Pricing for Societal Infrastructure Systems
We develop a general framework for pricing electricity in order to optimally manage the electricity load of societal infrastructures that interact with power systems through their price-responsive electricity load. In such infrastructure systems, electricity is not the sole resource needed to serve users’ needs. Examples include cloud computing infrastructure or electric transportation networks...
متن کاملDynamic Equilibrium at a Congestible Facility
Various contributions to the recent literature on congestion pricing have demonstrated that when services at a congestible facility are provided by operators with market power, the case in point often being a few airlines jointly using a congested airport, optimal congestion pricing rules deviate from the familiar Pigouvian rule that tolls be equal to the marginal external costs. The reason is ...
